PRICING REFORM. Construction product price database: what manufacturers and suppliers need to know

The Ministry for Communities and Territories Development of Ukraine has launched the Construction Products and Materials Price Database (CPPD), in line with Resolution No. 1512 of the Cabinet of Ministers of Ukraine, dated November 19, 2025. The database is part of the Unified State Electronic System in the Field of Construction (USESC) and was built to collect, store, and analyze data on wholesale prices for construction products and other material resources.

The database's initial data-collection phase runs through July 28, 2026. Right now is the time for manufacturers, importers, and suppliers to get involved and help build out accurate, up-to-date pricing data.

Why does this matter?

By contributing to the CPPD, you're helping build a modern construction pricing system grounded in real market data.

The database will help:

• make pricing more transparent;
• bring current market prices into construction cost estimates;
• enable digital collaboration between manufacturers, suppliers, clients, and designers;
• cut down on errors through automated data checks;
• create a shared information space for everyone in the construction market.

Please note: price lists submitted by manufacturers and suppliers are not made publicly available. They're used solely to calculate average market prices for statistical purposes.

How to submit a price list to the CPPD

Step 1. Register your electronic account

Set up an electronic account in the Unified State Electronic System in the Field of Construction, designate the responsible staff, and review the user guide.

Step 2. Compile your product list

Prepare a list of the products you plan to upload to the database. Each item needs a matching code from the Construction Products Classifier (CPC).

Step 3. Look up the CPC code

Use the Construction Products Classifier to find the code for your product or build out a specification.

Step 4. Prepare your data exchange file

Fill out your catalog (price list) using the required data exchange file format. You'll find detailed guidance on filling it out in the presentation "From Finding a Construction Products Classifier Code to Registering Your Price List" (slide 9).

Step 5. Upload your price list and keep it current

Once your file is ready, register it in your USESC electronic account and update the pricing information regularly.
